Hi, my boss is refusing to give certificates if the learner doesn't complete the maths for functional skills, most cases are learners that have failed at least 3 times and are extremely stressed and not sleeping, my manager has said they are not entitled to their others certs err, tech cert , dip. is this right, surely the cert belongs to the learner and the company cant refuse to give them out? please advise

Hello,
He's talking rubbish!
I guess learners are doing Apprenticeships, which are government funded, no contribution from employer.
Apprenticeship is made up of 5 separate parts, Functional Skills being just one part. If one part of award is not completed then Apprenticeship is not awarded but learners who complete other parts re entitled to the accompanying certificates.
If he has the certificates but won't let learners have them contact the training provider you did award with to let them know.
The certificates are confirmation the awards have been completed they belong to the learners.
Good luck, post how you get on.
