the health and safety policies and procedures that protect people using social care settings by assessing and managing risks to their health and wellbeing and to help them understand how to take responsibility for promoting their own health and care ie an individual with impaired vision increases the risk of accidents of trips,falls,touching hot surfaces and knocking into objects is this right and have i missed anything

I think another example of this would be individuals who smoke they have to take responsibility for ensuring they do not die from danger of fire etc. Putting out cigerrettes in covered ahstrays , not smoking in bed etc
Your example of imapired vision could be backed up with a verbal ensurance that the person is aware of fire routes alarms around neck etc ( in case of a fall) these are all individuals preferences to protecting their own Health & safety butmust be their own decisions to do this - therefore promoting their own Health & safety
