"Active participation" in the context of a caring role is to ensure the person you are supporting knows- what he /she says will be taken seriously/considered; by listening when someone is trying to tell you that abuse may have occured- think of NVC is the person saying everything is right and their body language says differently.
Also encouraging speaking up and not being perceived as vulnerable by unscrupelous others. To ensure that the person you support has a support network who they know will listen to them , and not brush off what is being said by them/or not being said. ensuring that those you support know their rights and have a voice to be heard, think of advocacy/disability rights forums encouraging vulnerable people to stand up for their right to be safe from harm & abuse
