Please advise me.
Two weeks ago, I found out that one member of staff is using a resident's laptop for personal pleasure and is browsing through porn websites on that PC. I reported issue to my manager and since then staff was not allowed to use residents' laptops. Manager also ensured me, he talked to suspected person and gave him warning. Today accidentally I discovered the situation repeated.
Should I interfere again or ignore it. I even don't trust my manager, what shall I do?

I will appreciate all advices. Please

report report report! your duty of care is to safeguard, not ignore - curious how come you came across this? was it reported to you?
consider: theft of personal property (use of PC), abuse of position - staff and manager

If you don't have any confidence in your manager then you need to go above him. Either contact the service users social worker or go to CQC and report it.
