Fact is exactly what you saw and heard. If you comment on what you think someone meant or that they were wrong to do what they did then you you are allowing your opinions and judgements to interfere with the facts. If your report is to be used in future planning it may result in the wrong decisions being made. If used in a court case it may be dismissed as inadmissible.
